Calming the tension in the room, the High Arbiter smirked at Leon. He was going to have fun now.
"First things first, we’ve received the reports of your "men" systemically chasing business men out of your assigned region. Normally, I wouldn’t care, I still don’t. But I’m a bit curious"
"Why is that?"
The High Arbiter was the head of the enforcement unit, there was little that could go under his nose unnoticed. But Leon was creating a vacuum of power under his very nose. If not that he trusted the kid, he would directly have him in cuffs.
"They pose a threat to the peace of the region master Where there are. They are greedy bastards, there’s always chaos....."
"It’s best to root them out before they become a cancer and cause deaths"
Leon said with greeted teeth and firmness. Seeing this, the High Arbiter couldn’t help but sigh in response.
He thought of a lot of reasons why Leon might be doing this, but this was the most out of place yet understandable reason.
Leon had lived In what they could only called a war zone for the past few years of his life, he understood several principles especially the ones preluding his capture.
Internal struggle in the clans, greed and selfishness. This was mainly what brought the downfall of most clans which led to their capture. This was engraved in the hearts of many young as they sort to create a system different from the one that caused them so much pain.
For Leon, the solution was to weed out the undesirables and replace them with those he believed to be righteous. There was nothing more commendable, the kid was trying to build a home west of the clan.

He understood.
At least to his own understanding. Truth was, this whole thing was but an excuse. Leon didn’t care for this so called philosophy brought from struggle. He just wanted to create a set of loyalist in his region so his businesses would go well.

"Sigh, there’s still a matter of....." The High Arbiter hesitated. The thought that Leon was trying to create a home for himself, devoid of his former clans schemes and greed touched his heart, was he really going to strip him of that?

A blast that was capable of rupturing the earbuds of whomsoever heard it. It moved incredibly fast, so much so that Leon could barely see it at this moment.
There was a misconception in the enforcement Unit that the captains were the strongest under the High Arbiter. This was just not true, there was another group of individuals just as strong, if not stronger than than the captains.
It was the High Arbiters personal guard.

On impact, a wave of hot air blew across the room causing the weaker ones to be overwhelmed. But as the dust settled.....what appeared shocked Leon.
The pearl was still standing even after that attack!!! Not only that, it seemed to already be healing? What was that?

No one knew how the High Arbiter got his hands on this thing and what it truly was, but they knew what he usually used if for.
To test those able to join his personal guard.
And the minimum was to leave at least 3 lines of cracks on it. The guard whom had just attacked left a whooping 8 crack lines with that attack.
To outsiders this was lackluster at best, they didn’t know, how could they know that this treasure, if attacked by an ordinary beginner level 3 warlock of mage would not even be scratched talk less of cracked.
It took real firepower to cause the damage this guy just caused.
"Good!! Gion, make sure you take him to the bloodpool later as a reward" Seeing the eight cracks the High Arbiter smiled. Only the cream of the crop could be his personal guard, unlike the captains, where he prioritised talent. These guys only needed to show that their firepower and combat prowess were to his standard.
Resources would replace their lack of talent.
"Thank you boss" the guard bowed at the high Arbiter before proceeding to step back to his post.
A chance to soak in the blood pool was gold. He would cherish it..
"Yes yes....." The High Arbiter leaned back into his seat and turned his eye slowly until it landed on Leon’s figure.
"10 cracks lines, if you’re capable of that you can stay as the Lord of the region assigned to you"
